Power BI reports are distributed to a broad audience using an app. The consumers do not need a Pro license if a workspace is in Premium capacity.
Only one app per workspace can be created. Here are the steps to create an App and how to manage the contents.
On the Audience tab, you can create a new audience group to separate groups within the app if you like. Double click the
All App users must have "Read" or "App" permission on the underlying dataset and be added to a Row-Level Security role. Otherwise, they will not be able to see data, or even open the app if the report relies on the shared dataset. These permissions are granted automatically if the dataset resides in the same workspace as the report.
If the dataset resides in a separate workspace, make sure all appropriate permissions were given. Go to the Managing Dataset Permissions page to set up the permission.
5. Click "Publish app" to close the page. If you need to change the App later, go back to the workspace and click "Update app" on the top right corner.
