The Equally Effective Alternate Access Plan (EEAAP) is a commonly used tool at universities to create and document a plan for providing equally effective alternatives* when a Digital Technology can not be made directly accessible to persons with disabilities.

The UMS EEAAP may be completed by anyone needing to employ such a technology in a situation that could cause a barrier to persons with a disability. An individual faculty may develop and submit an EEAAP for an inaccessible web-based application or an academic department may do so on behalf of all department faculty. Once an EEAAP is approved, others may edit a copy for their department and submit it for approval.

Two (2) templates EEAAP documents can be found in the attachments section of this article; a version titled "No VPAT" for when no Accessibility Conformance documentation is available for that product, and a version called "VPAT" where Accessibility Conformance documenation is available, but not substantially compliant.

Sponsors of technology should fill out this form and review it with their Campus Disability Office and/or the ADA Coordinator should they believe that their technology use may conflict with federal or state accessibility guidelines, or the administrative practice letters on accessibility set forth by the University.  Alternatively, sponsors can submit a request for IT, Accessibility, and Information Security to review their sponsored technology via the Technology Review Request service, and as part of that review be provided a pre-filled copy of the appropriate template for them to complete as part of that process.  In the latter case Sponsors are still expected to complete and discuss the accessibility shortcomings of their solution with the appropriate Accessibility department, including receiving final sign-off on this document..
