Solution

If you're eligible to enroll but receive a message saying you're not, it may be because you're trying too soon after account activation.

Wait at least 15 minutes, then try again.

This delay happens because your account setup is still being finalized. Until it's complete, some services—including MFA enrollment—may not work correctly.
