Solution
This message is an EXIF (exchangeable image file) data warning, according to Brightspace. It will not block the user from uploading the JPEG, and seems to show up when sharing files in a way where others may be able to save, edit, or delete them. It's a feature of the website, and users should be just fine to submit.
