When you wish to use the device to receive a push notification to satisfy the MFA prompt, your device simply requires an internet connection, the service does not specifically require a mobile data plan.
If you find yourself in a situation where your device does not have an internet connection, you may be able to sign in using the passcode provided in the Duo app on your device, which will still appear even when the device is offline.
